About Kelly
Instructional Literacy Coach · OCT, M.Ed. · 20+ years in K–8 classrooms across one of Canada's largest school boards.
I'm Kelly Hughes, an instructional literacy coach with over 20 years of experience across K–8 classrooms. I spent two decades with the Peel District School Board as an educator and Instructional Literacy Coach, before retiring in 2026 to focus on independent consulting.
My work centres on structured literacy and the Science of Reading , helping schools see clearly where students are, understand what that data means, and build evidence-based instruction that closes gaps. As part of PDSB's literacy writing teams, I helped lead board-wide initiatives including Oral Language in Kindergarten program, Understanding The Kindergarten 2026 Curriculum, An EQAO literacy success hub for teachers, and school-wide rollouts of UFLI Foundations and Explicit Writing Programming. Alongside that work, I've trained and mentored educators in Acadience/DIBELS assessment and data analysis, building their capacity to deliver responsive Tier 1 and Tier 2 literacy instruction.
I'm passionate about making literacy instruction both rigorous and joyful, for teachers and students alike. I'd love to bring that same energy to your school community.
